Tamil Nadu Chief Minister Vijay appears to be rewriting the rules of public spending. Within weeks of introducing a transparent tender system, the government is claiming massive savings on civic works, while sending a strong message that the old style of awarding contracts is over.
For years, contractors were accused of factoring in commissions and political influence before quoting prices. Now, with open competition and tighter scrutiny, many are bidding far below the estimated project cost just to win the work.
The biggest surprise is the scale of the savings. In several projects, bids have reportedly come in 25–30 percent lower than official estimates. That has sparked a fresh political debate as if projects can be executed at these rates now, how much extra was being spent in the past?
Interestingly, even sections of the contractor community are said to be welcoming the new system, saying they no longer have to account for unofficial expenses while participating in government tenders. The shift has become one of the Vijay government’s biggest talking points.
Whether this model can be sustained without affecting the quality of public works remains the real test. But for now, Vijay has found a powerful political narrative by saving public money while putting the spotlight on the practices of previous regimes.
