Telangana Chief Minister A. Revanth Reddy has declared that he would promulgate the Revenue Recovery Act to recover funds that were allegedly embezzled during the construction of major irrigation projects in the state.
Enforcing the Revenue Recovery Act is not a joke. It comes into action only under extraordinary circumstances.
While embezzling huge amount of public funds is one crime, compromising on the quality of the dams, reservoirs and barrages is another aspect of the issue, which tantamounts to wastage of huge amount of public funds.
However, there is no clarity on whom would the Act be enforced to recover the funds. While former CM and BRS president K. Chandrasekhar Rao claimed that he is the architect of the Kaleshwaram project, people are in a confusion over how could he do that while he has no expertise in construction engineering. When the opposition leaders raised questions about the same, KCR failed to give a proper reply to them.

It is a fact that the Medigadda barrage has not served the purpose as it had failed to provide irrigation to the proposed 16 lakh acres. Over Rs 98,000 crore has been already spent on the Kaleshwaram project but it failed to provide to at least an equal number of acres, said Congress.
The Congress leaders visited the Medigadda barrage site to examine the cracks developed in the pillars and the sinking of piers. The National Dam Safety and vigilance officials also found fault with the construction and declared embezzlement of funds.
Now, who would be held responsible for the wastage of public funds. Once Revanth Reddy plunges into action with regard to Medigadda, the BRS leaders would come on to the roads shouting that the Congress government is resorting to vendetta politics. If action has to be taken on the officials, they would conveniently shift the responsibility to KCR and even approach courts asking why are they being made liable to the loss.
In such a situation, it has to be seen who would be targeted in the name of the Revenue Recovery Act.
