The Karnataka High Court today reserved its verdict on the interim relief sought by the Multiplex Association of India and other Kannada film bodies in a case challenging the Karnataka government’s new rule capping movie ticket prices at Rs 200. HC’s move provides hope, although temporarily, for Rishab Shetty’s forthcoming pan-India biggie Kantara: Chapter 1, which is due for release on October 2, 2025.
Several multiplex owners recently moved the Karnataka HC, arguing that the Karnataka Cinemas (Regulation) (Amendment) Rules 2025 are arbitrary and a violation of their rights. The petitioners appealed for a stay on the implementation of the newly amended rule until the final verdict is delivered.
Questioning the rationale behind the Rs 200 ticket price cap, the petitioners’ counsel Mukul Rohatgi argued that the new amendment lacks any substantial basis for restricting ticket prices. Rohatgi further stated that imposing a uniform price for all tickets restricts. Cinema exhibitors across Karnataka who have invested significantly in their businesses.
Other senior advocates raised concerns about the legality of introducing such a cap on ticket prices. They pointed out that the Karnataka Cinemas (Regulation) Act does not grant the Karnataka government the authority to impose a price cap on movie tickets and that the state lacks the legislative power to regulate prices in this manner.
Defending the price cap, the Karnataka state government’s advocate Ismail stated that the new rule was introduced in the public interest and to make movie going more affordable for citizens. He further argued that the state government has the authority to regulate entertainment and recreational activities, which also includes ticket pricing.
The High Court bench is expected to issue its ruling in this case soon. The verdict will determine the fate of several Kannada biggies, including Rishab Shetty’s Kantara Chapter 1, Yash’s Toxic, and the future of the Kannada box office potential.
