CBN Cleared Decades of Hurdles to Deliver Bhogapuram Airport!

When Prime Minister Narendra Modi inaugurates the Alluri Sitarama Raju International Airport at Bhogapuram on August 1, it will mark the culmination of a project that took nearly three decades to become a reality. While the vision for a greenfield airport in Uttarandhra dates back to the late 1990s, it was the NDA governments at the Centre and in Andhra Pradesh that steered the project through critical administrative, financial and execution challenges to make it operational.

The Bhogapuram airport is not merely another aviation project. It is poised to become the economic gateway for Uttarandhra, promising to transform tourism, exports, logistics, manufacturing and employment across Visakhapatnam, Vizianagaram and Srikakulam districts. Built at an investment of nearly ₹4,727 crore under the Public-Private Partnership (PPP) model, the airport has been completed in just 31 months after NDA takes charge, making it one of India’s fastest-completed greenfield international airports.

Chandrababu’s 90’s Vision and Years of Delay

The idea of establishing a greenfield airport near Visakhapatnam first emerged during the tenure of Chief Minister Nara Chandrababu Naidu in the late 1990s. As Visakhapatnam Airport functioned within the Indian Navy’s INS Dega base, commercial expansion remained constrained because of military operations.

Recognising the need for a dedicated civilian international airport, the TDP government identified Bhogapuram as the preferred location. After extensive technical studies, the Airports Authority of India granted site approval in 2015. The Andhra Pradesh government subsequently initiated land acquisition, secured environmental clearances and adopted the PPP model for project execution.

Early Roadblocks Slowed the Project

Like most mega infrastructure projects, Bhogapuram encountered multiple hurdles. Land acquisition became the biggest challenge as sections of local residents opposed the acquisition process, delaying possession of the required land. Environmental approvals, financial closure and the process of selecting a private developer also consumed considerable time. Although the foundation stone was laid in February 2019, large-scale construction could not commence immediately due to procedural delays and subsequent changes in government. Even though previous YCP Goverment worked on this, they couldn’t made it at a brisc space with least care.

NDA Government Prioritised Speed and Execution

Following the formation of the NDA government in Andhra Pradesh in 2024 under CM Chandrababu, the airport project received top priority yet again. The government worked closely with GMR Visakhapatnam International Airport Limited, central agencies and regulatory authorities to remove administrative bottlenecks, fast-track clearances and ensure uninterrupted construction.

The project gained remarkable momentum, with the state government simultaneously investing more than ₹1,500 crore in external connectivity infrastructure, including approach roads and supporting civic facilities, ensuring the airport would be fully integrated with the region’s transportation network from day one.

Completion Ahead of Schedule

One of the most significant achievements has been the pace of execution. Completed in just 31 months and nearly five months ahead of schedule, Bhogapuram has emerged as one of the fastest-built greenfield international airports in the country.

The airport has already secured the mandatory DGCA aerodrome licence along with safety, fire and environmental clearances, paving the way for commercial flight operations.

Built for the Future

The first phase of the airport has an annual passenger handling capacity of six million, with a master plan to expand to 40 million passengers in future phases.

Its 3,800-metre runway can accommodate wide-body international aircraft. The project also includes a dedicated cargo terminal designed to strengthen agricultural exports, seafood exports and industrial logistics from North Andhra.

Future plans envision an aviation ecosystem comprising aerospace industries, an aviation university, logistics parks, hotels and commercial developments around the airport.

Uttarandhra’s Growth

The strategic importance of Bhogapuram extends well beyond aviation. The airport is expected to improve international connectivity, attract fresh investments, boost tourism, support IT and manufacturing industries, generate employment and accelerate the development of the Visakhapatnam Economic Region.

The NDA government has consistently projected Bhogapuram as a transformational infrastructure asset that will play a role similar to the impact Hyderabad’s Rajiv Gandhi International Airport had on Telangana’s economic expansion.

A Landmark Moment Finally!

The inauguration by Prime Minister Narendra Modi tomorrow ( i.e Aug 1 ) represents the final milestone in a project that witnessed years of planning, regulatory hurdles and execution challenges.

From conceptualising the airport and securing key approvals during the earlier TDP government to accelerating execution and ensuring timely completion under the present NDA administration, the Bhogapuram International Airport reflects the continuity of long-term infrastructure planning combined with focused implementation.

With commercial operations set to begin, Uttarandhra is preparing to enter a new phase of economic growth, enhanced global connectivity and increased investment opportunities, making Bhogapuram one of the most significant infrastructure success stories in the region’s recent history.
