With dog bite incidents increasing at an alarming level, Uttar Pradesh government has introduced new rules to manage stray dogs.
According to the policy, dogs that bite humans without any provocation will be first put under observation for 10 days in an animal centre. Then they would be sterilized, basing on the need and fitted with a microchip before being released back into the same locality.
However, repeat offenders will face ‘lifelong confinement’ in animal shelters, unless they are adopted. To adopt a stray, pet lovers would be required to sign an affidavit pledging lifelong care and promising not to abandon the animal.
Veterinary and Animal Welfare Officer at the Prayagraj Municipal Corporation, Dr Vijay Amritraj said that the new system aims to distinguish between genuine aggression and provoked attacks. “A three-member committee will investigate whether the bite was provoked. The panel will include a veterinary doctor, an animal behavior expert and a municipal representative. If someone is found repeatedly provoking a dog attack, action will be initiated against them.”
If the officials observe aggression is linked to stress or provocation, the dogs will be given behavioral training to help them adapt.
The new rule was passed after Principal Secretary Amrit Abhijat signed on it, as part of efforts to curb rising stray dog bite incidents in urban areas.
The new rule comes following the Supreme Court’s recent directions asking states to find humane but effective methods to control the problem. The new policy is aimed at striking a balance between public safety and animal welfare.
