The Government of Andhra Pradesh, through its Quantum Computing Policy 2025–2030, has released a detailed set of guidelines to support the growth of quantum-technology startups, researchers, and companies. With this, AP aims to become India’s leading hub for quantum innovation by building a friendly ecosystem that covers research, hardware production, global collaborations, and skill development.
These efforts mark a clear shift from the traditional IT services model seen in most states to a more advanced, deep-tech path that focuses on long-term economic and strategic benefits.
A major strength of the guidelines is the strong system of governance behind them. The formation of an Apex Committee and an Expert Committee ensures that scientific experts guide decisions and evaluate projects being proposed by startups, universities, and industries.
The Amaravati Quantum Computing Centre (AQCC) and the Amaravati Quantum Valley further strengthen this mission by creating dedicated spaces where researchers, global tech companies, and manufacturers can work together. The state is supporting the entire ecosystem: startups get phased grants, seed and equity support, financial help for patent filing, accelerator programs, and opportunities to attend global events.
Academic institutions receive incentives to turn their ideas into working prototypes, while manufacturers benefit from subsidies on capital investment, SGST returns, import support for early-stage projects, and concessions on land and power. By aligning the state’s efforts with the National Quantum Mission, AP is placing itself at the centre of India’s scientific progress.
This policy reflects a governance approach that values innovation, transparency, and global competitiveness. It also continues the technology-driven development vision long associated with CM Naidu. The state’s renewed focus on advanced technologies builds upon the reforms led by IT Minister Nara Lokesh, whose work in digital infrastructure, skilling, and startup development has strengthened AP’s base for quantum growth. Together, these efforts show AP’s commitment to not just joining India’s quantum future, but leading it.
