He failed to use WhatsApp, leading to an inability to receive instructions from higher authorities since April 22. Although citing eye problems, he provided no medical proof. This negligence, disobedience, and lack of integrity warrant disciplinary proceedings as per A.P Civil Services Conduct Rules.
